Start a risk report run using the deprecated launcher.
This operation is obsolete; its metadata directs clients to RiskReportController without
establishing a replacement route. It dispatches a run asynchronously and returns before completion. Retain
the returned report-run identifier and poll GetReportStatusById before retrieving final data. No
cancellation operation is exposed here. Caller, organisation, time zone, internal report, portfolio,
cutoff, provider, and restriction context are server-managed.
