Migrate to 1.0.0

The Sign-off API module is a new library, but its interfaces supersede the signoff-intf library. Your application must replace any usage of versions 2.0.0-jdk8 and 2.0.0-jdk11 with version 1.0.0 of the signoff-ext dependency.

The Sign-off API module is built using Java 11.
